Overview

PowerRise is a premier provider of project and construction management as well as engineering services for electric, gas, telecom and water utility clients. They are seeking a highly qualified Third-Party Quality Assurance / Quality Control (QA/QC) Inspector to support the inspection of natural gas and water construction projects in the Greater Philadelphia Area and Southern New Jersey Area.

Responsibilities

  • Perform third-party quality audits and field inspections on natural gas and water pipeline/main/service construction, repair, and maintenance projects.
  • Verify compliance with applicable codes including AWWA standards, NSPC 2021, IRC Chapter 29, 49 CFR Part 192, and DOT regulations.
  • Inspect pipe, fittings, valves, meters, regulators, and associated equipment for conformance to project specifications and material certifications.
  • Witness and document welding activities, heat fusion, electro fusion, mechanical connections, and testing.
  • Review and verify Welding Procedure Specifications (WPS) and Welder Performance Qualifications (WPQ).
  • Conduct coating and cathodic protection inspections, including holiday testing and application quality.
  • Review Material Test Reports (MTRs), mill certifications, and procurement documentation to ensure traceability.
  • Issue Non-Conformance Reports (NCRs) and corrective action requests; track resolution through closure.
  • Attend pre-construction meetings, daily toolbox talks, and project progress meetings as the QA/QC representative.
  • Maintain detailed daily inspection reports, photographic documentation, and a complete QA/QC audit trail.
  • Coordinate with operators, contractors, and regulatory agencies during inspections and audits.
  • Check for proper PPE and Qualification/Operator certification cards.
  • Review and approve Inspection and Test Plans (ITPs), Method Statements, and contractor QA/QC submittals.

Requirements

  • 3–5 years of direct experience within the natural gas and water pipeline, midstream, or utilities industry.
  • Thorough working knowledge of 49 CFR Part 192 and applicable state regulations.
  • Proficient in AWWA Standards, 2021 NSPC, and Uniform Construction Code for water-related construction compliance.
  • Experience with welding inspection, NDE methods, and pressure testing on gas systems.
  • Demonstrated ability to read and interpret construction drawings and engineering specifications.
  • Strong written and verbal communication skills; ability to produce clear, legally defensible inspection records.
  • Valid driver's license and willingness to travel to field project sites (travel up to 75%).
  • Proficiency with Microsoft Office Suite and electronic inspection/reporting platforms.
  • Must be able to work on-site in the Greater Philadelphia Area / Southern New Jersey Area.

  • Must be able to perform work in a loud, active construction environment.
