Department/Location: Public Works – Solid Waste Section

FLSA Status: Non-exempt

Classification: Essential: This position is an Essential classification and will require employee to report to duty before, during, and after a hurricane or emergency.

Schedule: This position normally works a regular weekday daytime shift and requires scheduled/unscheduled overtime, including evenings, weekends and holidays and/or immediate response to emergency conditions.

General Purpose of the Position: The purpose of this position is to perform general maintenance work for Solid Waste and to oversee the welding shop.

Essential Duties And Responsibilities

Repair and modify containers by cutting, patching, welding, grinding, sanding, and preparing surfaces for repainting or protective coatings to restore structural integrity and extend service life. Perform surface preparation and apply paint or protective finishes as needed to prevent corrosion and maintain appearance. Use mechanical knowledge and problem-solving skills to plan and organize work, including determining proper tools, materials, measurements, and fabrication methods. Prioritize tasks, sequence work efficiently, and ensure projects are completed safely, accurately, and within required timeframes. Support maintenance, fabrication, repair, and installation projects as needed while assisting with general shop operations. Maintain tools and equipment in proper working condition and follow established safety procedures to ensure efficient, safe, and productive work practices.

Knowledge, Skills And Abilities Required

General knowledge of safe work techniques and practices used in construction and maintenance. Ability to operate various hand-held tools and repair equipment, e.g., wrenches, pipe fitting tools, power drill, grinder, band saw, ventilating blower, saws, air-compressors. Ability to operate basic office equipment, e.g., computer terminals, printers, copy machines, telephone systems, facsimile machines. Ability to make independent judgments and decisions appropriate to experience. Ability to quickly learn of materials used in the construction and maintenance of water and wastewater facilities, water distribution and wastewater collection systems. Ability to establish and maintain an effective working relationship with employees and the public. Ability to understand and follow oral and written instructions. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to work in close, confined spaces, walk, stand, stoop, kneel, crouch, or crawl, talk, hear, reach above shoulders, work overhead on ladders and platforms, use fingers and hands with dexterity, and feel and reach with hands and arms. Ability to lift up to 50 pounds and occasionally lift up to 80 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision and ability to adjust focus. Performs other related duties as assigned.

Environmental Conditions

Work is performed primarily outdoors or in open building bays and may require extended periods in varying and sometimes extreme weather conditions. Employees may be exposed to loud noise from construction and heavy equipment, as well as potentially hazardous materials such as debris and drug paraphernalia.

The position requires significant physical effort, including performing heavy manual labor; climbing ladders; bending, reaching, and lifting; and standing for extended periods of time. Work may occasionally occur on

Slippery or uneven surfaces and in confined spaces.

This position is subject to 24-hour emergency callback and may require availability during nights, weekends, or holidays. Appropriate safety training and personal protective equipment will be provided for all working conditions.

Equipment Used: Must operate a knuckle boom truck, welder, plasma cutter, large drills, power sanders, forklift, and a variety of hand tools such as screwdrivers, sockets, wrenches, etc. Non-CDL vehicles and light equipment. Safety equipment is provided.

Education and Experience Required: High school diploma or GED equivalent. Possession of and ability to maintain a Florida Driver’s License with a safe driving record.

At the discretion of the City Administrator or designee, an equivalent combination of education and experience sufficient to provide the applicant with the knowledge, skills, and ability to successfully perform the essential functions of the job will be considered.

Valid Florida Driver License is required or ability to obtain within 30 days of establishing residency in Florida and ability to maintain a valid Florida driver’s license.

Commercial Driver License (CDL): A Commercial Driver License (CDL) is not required for this position.
